Many Irish have fled to Boston over the years. Irish cops, fireman, and politicians remain ubiquitous here even 150 years after the potato famine. In this film the Irish immigrant cop uses skills he learned growing up in Belfast during the 'Troubles.' Though this claims not to be about the IRA, it still associates the Irish using explosives to make a point.
